Interviewer : "What is the problem you faced about surveillance?.... "
Snowden : "The problem with mass surveillance is that you're burying people under too much data....."
Analysis : Snowden use one of pragmatic phenomenon, which is implicature. The implicature here is that mass surveillance is not an effective way to prevent terrorist attacks, and that it may actually hinder law enforcement by creating a "needle in a haystack" problem.
By using implicatures, Snowden is able to communicate his message more subtly and effectively, without directly accusing the government of wrongdoing. This allows him to make his case without appearing overly confrontational or aggressive, and helps him to maintain his credibility as a whistleblower.
